The website or service that a user is signing in to and that verifies WebAuthn signatures.
In WebAuthn the relying party is identified by an RP ID, normally its domain name such as github.com. The authenticator creates a separate credential for each RP ID and includes a hash of it in everything it signs. Browsers check that the page's origin is allowed to use the RP ID, which is how a lookalike domain is stopped from using the real site's passkey.
